Do you have 'normal' shaped eyes? If you do you, the best line to follow is about 30 degrees. You do not have to extend the line to any extent. You can have barely any flick or a long one! It's totally up to you.
If you have an eye with nearly a complete level tear duct then go for a low angled flick. This helps to elongate the eye making the appearance of bigger eyes.
If you have particularly downward facing tear ducts you are able to draw a high line. This makes for the most cat eye appearance and you can get away with lower lines if you wish due to the downward angle of your tear duct.

The one thing you need to be careful of when choosing to do eyeliner is to make sure you do not over draw. If you have hooded eyes it is really easy to make your eyes look strange by having a line like the picture above. You can see one of the lid and most is covered by liner, this seems to make the eye look disconnected.
You can even use colour. Having a light green with a dark green eyeliner can look really nice. Or try just black eyeliner with a bright eye colour! Either way you can get some great new looks to wear out either day to day or on special occasions. It's all up to you!

Lots of brands do many colours Barry M do a variety of colours and you can find eyeliners such as StayPerfect™ from No.7 for £8.50. These take a bit to get off but they stay put when applied so for nights where you may not be able to take your make up off till the next morning and still want to look nice then this is great!
All of this is my personal opinion, and I find the No.7 StayPerfect™ better than the MAC one and they have very similar colours.
Try a few and find your preference.
